Health care plan brings in-demand reform

Every four years since 1789, our nation elects a president. And every four years since 1789, it seems, we decide as a nation that it is time once and for all to "reform" our health care system.
Each of the candidates must put forth a plan, and each of the pundits must then take a turn at shredding those plans as "too Canadian" or "too expensive" or "not good enough."

Health Care Providers Work On Response to Governor’s Suspension of Assessment Payments into MCARE Fund
Officials representing Pennsylvania’s hospitals and doctors said that they were working on a response to Governor Rendell’s suspension of assessments paid by health care providers into the MCARE Fund (Medical Care Availability and Reduction of Error), which provides a portion of the medical malpractice coverage required by law.

Governor Proposes New Funding Mechanism for ‘Cover all Pennsylvanians’…But Will Any Substantive Legislation Pass the House Before New Year?
Governor Ed Rendell this week proposed a funding source for the main thrust of his statewide health care plan, ‘Cover All Pennsylvanians’ (CAP). Under the Governor’s plan, money would be transferred from a special account used to fund a portion of the liability coverage required under law for health care providers (the MCARE Fund) to phase-in coverage for uninsured Pennsylvanians. Meanwhile, a group of black lawmakers walked off the House floor on Wednesday in an attempt to force floor votes on gun control legislation. Wednesday’s session was later cancelled. The action raised the possibility that no substantive legislation, including the Governor’s health care plan, will be approved before the holiday recess.

Governor Rendell Pushes For Approval of Centerpiece of His Health Care Plan
Governor Rendell addressed a recent rally at the State Capitol in Harrisburg in support of the core provision of his broad health care plan, ‘Cover All Pennsylvanians’ (CAP), in a push for some movement by the General Assembly this fall. While the Governor might get some additional parts of his overall health care plan, for instance, a ban on smoking in public places, his universal coverage provision is likely to face more resistance.

Pennsylvania Has Spending Plan; Lawmakers Leave Town Until September
Governor Rendell on Tuesday signed a state budget for FY 2007-2008 over two weeks after the start of the fiscal year, a spending plan he called “fiscally responsible”, but one that also moves Pennsylvania “forward.”
